James W. Noel III

Born in Portsmouth and raised in York County, James’ roots tie back to both sides of the water in Hampton Roads.  He remained in Virginia for his undergraduate and graduate degrees receiving his B.A. from the University of Virginia and J.D. from William & Mary Law School.  After Law School, James spent a few years in Richmond before heading back home to serve as The Port of Virginia’s General Counsel.  In 2017, James joined The Franklin Johnston Group as the company’s General Counsel where he leads all legal affairs for TFJG on both the development and management side of the company’s business.  In addition to VGF, James serves on the Hampton Roads Chamber Regional Board, the Board of Directors of Junior Achievement of Greater Hampton Roads, and is a graduate of the LEAD Hampton Roads Signature Program and the CIVIC Leadership Institute. James and his wife, Lindsey, live in Virginia Beach with their children, Ford and Lacy.
